Integration of Four Chains to Drive Development, Digital Empowerment to Open a New Chapter

On the afternoon of March 12, Licheng District held an on-site meeting on the integration of the “Four Chains” of key county-level industries, along with a special training session on the development of SMEs in the digital economy. Government officials and business leaders gathered to focus on the integration of the industrial chain, innovation chain, talent chain, and capital chain—working together to promote high-quality industrial development in Licheng.

Attendees included Wang Kesi, Deputy Secretary of the Licheng District Committee and District Mayor; Su Kaile, Deputy Director of the Quanzhou Bureau of Industry and Information Technology; Zhang Shiqin, Researcher at the Quanzhou Data Management Bureau; Wang Jiangtao, Standing Committee Member and Executive Deputy District Mayor of Licheng; Ke Yongjin, Standing Committee Member of the District Committee; Zhang Zhiqiang, Secretary of the Party Leadership Group and Director of the High-tech Zone Administrative Committee; Yu Jiannan, Director of the Network Solutions Sales Department of Huawei Technologies Co., Ltd.; as well as representatives from specialized and innovative enterprises, research institutes, and financial institutions.
Licheng is currently at a critical stage of industrial upgrading and transformation. In recent years, the district has treated the integration of the four chains—industrial, innovation, talent, and capital—as a key lever to accelerate industrial upgrading and seize new growth opportunities. Its goal is to create a “Licheng Model” for county-level industrial integration. This event marked an important step in implementing Fujian Province’s “Four Chains” integration strategy, while also advancing key industries such as electronic information and intelligent equipment toward high-end, smart, and green development.
During the ceremony, district leaders awarded plaques to a number of specialized and innovative enterprises. Fujian Tianzhong Machinery Technology Co., Ltd. was recognized as a national-level “Little Giant” enterprise, achieving a breakthrough for Licheng in this field. The district also added 15 new national high-tech enterprises, including Fujian Baiyuan Intelligent Equipment Co., Ltd.; 15 provincial-level “specialized and innovative” SMEs, such as Jiaheng Household Products Co., Ltd.; 16 innovative SMEs, including Licheng Gangsheng Shoe & Plastics Co., Ltd.; and 100 technology-based SMEs, including Fujian Millimeter Electronics Co., Ltd.
In addition, the event unveiled several new innovation and training platforms, including the Quanzhou Licheng District Digital Economy Talent Training Base, the Gigabit Laboratory at Licheng High-tech Zone, and the G50 Central Innovation Zone Industrial Capital (Quanzhou) Roadshow Center. These initiatives aim to accelerate traditional industry transformation, promote advanced manufacturing, and drive innovation in the digital economy, injecting new momentum into the district’s “Four Chains” integration strategy.
A signing ceremony was also held, featuring 14 major cooperation projects covering talent training, intelligent manufacturing cloud platforms, industrial chain collaboration, industry-academia-research cooperation, digital transformation pilots, and financial empowerment. These projects are expected to strengthen cooperation among government, enterprises, research institutions, and financial partners, fostering a collaborative industrial ecosystem based on complementary advantages and shared benefits.
The Licheng High-tech Zone also presented its role as a carrier of “Four Chains” integration and introduced its “1235 Advancement Plan.” This strategy includes:
- One List: a cultivation list of key enterprises, promoting a program to double major industrial firms and ensuring better resource support.
- Two Engines: driving growth through both internal expansion and external investment, balancing industrial upgrading with targeted investment attraction.
- Three Pillars: advancing integration of the “Four Chains,” digital transformation, and technological breakthroughs to stimulate innovation and industrial upgrading.
- Five Guarantees: strengthening development foundations through space, talent, finance, platforms, and business environment improvements.
The event also featured keynote speeches. Shen Cheng, a solution expert from Huawei Technologies, delivered a talk on “The Development Trend of Large Models and the DeepSeek Ascend Solution,” offering insights into how AI will empower industries in the future. Ke Yawu, CIO of Fujian Torch Electronics Technology Co., Ltd., shared practical experience on “Digital and Intelligent Transformation in the Capacitor Industry,” highlighting how laboratory technologies are being transformed into real-world production benefits.
